PREQUALIFICATION OF SUPPLIERS FOR FINANCIAL YEAR 24/25

1. The Government of Malawi through the Ministry of Transport and Public Works has received financing from The World Bank towards the cost of the Southern Africa Trade and Connectivity Project (SATCP) and intends to apply part of the proceeds towards payment for the supply, delivery and provision of various goods and services.
2. SATCP now invites applications from eligible bidders to be pre-qualified for a twelve-month duration for the supply, delivery and provision of various goods and services as follows:

3. Applicants may apply for one or more Categories depending on their capabilities and must not combine different categories under one submission as that will lead to disqualification.

4. Pre-qualification will be conducted through National Competitive Procurement in full compliance with the provisions of World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”) and Malawi’s Public Procurement and Disposal of Public Assets Act No 27 of 2017 and its Subsidiary Legislations. Pre-qualification is open to all eligible applicants as defined in the Procurement Regulations.

5. Interested eligible applicants may obtain further information from the Southern Africa Trade and Connectivity Project; Attention: IPDC Chairperson, Ministry of Transport and Public works, Southern Africa Trade and Connectivity Project (SATCP), Private Bag 322 Lilongwe email: procurement@satcp.mw during office hours from 08.00 Hours to 16.00 Hours local time (Monday to Friday) excluding public holidays at the address given in (10).

6. Interested bidders must enclose the following requirements to be considered for the selection:
· Name(s) and contact details of the business owner (s).
· Comprehensive Company profile with business address, valid phone numbers and e-mail addresses.
· Name of the authorized signatory of the applicant.
· Valid MRA Tax Compliance Certificate (MRA Authenticated).
· Valid Public Procurement and Disposal of Assets Authority (PPDA) Registration Certificate.
· Registration Certificate of the applicant (Registrar of companies).
· Addresses of previous clients that may provide references if contacted by the Procuring Entity.
· Evidence of access to financial resources (Audited Accounts, Bank Statements, Current Lines of Credit).
· Proof of good performance for the past three years (3 reference letters from reputable organizations or attach copies of LPOs or Contracts awarded).
· Signed application letter for pre-qualification.

7. Sealed Pre-qualification Applications clearly marked “Pre-qualification of Suppliers for Goods and Services” indicating the Category of goods and services being applied for should be submitted at the address indicated in (10) below.

8. Applications shall be delivered in Tender Box near Reception, Ground Floor on or before Tuesday, 7th May 2024 at 10:00 Hours local time at which time they will be opened in the Ministry of Transport and Public Works Conference Room in the presence of the Bidders’ designated representatives and anyone who chooses to attend. Late and incomplete submissions will be disqualified.

9. The Ministry of Transport and Public Works is not in any way bound to accept any application but reserves the right to reject any or all applications and cancel the procurement proceedings at any stage.
